The Forsyth County Procurement Department will accept sealed proposals until 2:00 p.m. on Thursday, December 11, 2025 for the following: The Forsyth County Board of Commissioners is soliciting proposals from qualified firms to provide Construction services for the Forsyth County - Antioch Water Treatment Plant (WTP) Emergency Backup Generator under a Progressive Design-Build Agreement. The project includes the following major components: 1) Significant cutting, off site hauling and disposal of spoil material, and regrading of the existing soil pile covering the majority of the planned generator facility. 2) Site drainage and stormwater management improvements needed to accommodate the additional impervious surface created as result of this project. 3) Permitting of the work as required. 4) Coordination with Georgia Power for the installation of the new service entrance. 5) One 2500kW, 12.47kV generator at the electric utility service point; it is anticipated the generator will operate 18MGD of conventional filters and 6MGD of membrane process trains (total 24 MGD) and two 700 HP high service pumps (4.16kV, 9 MGD capacity each, for 18 MGD total of pumping capacity). The design builders engineer will coordinate with owner to identify load shed scheme and determine what will happen when plant is on generator power. 6) New medium voltage generator bus and new service entrance equipment housed in a new electrical building. 7) The site layout will be sized to accommodate two additional future generators, providing a 7500kW backup supply for the ultimate plant capacity per the facility master plan. 8) New electrical building will require new paved driveway access. 9) Commissioning and start-up of the new facilities. Mandatory Pre-Proposal Meeting: 2:00 pm on Monday, November 10, 2025 at the Antioch WTP located at 2255 Antioch Road, Cumming Georgia 30040. All work to be completed within 730 calendar days from issuance of Notice to Proceed. All firms must be licensed in Georgia, maintain a full-time office in Georgia, and have a registered agent in Georgia. In order to perform public work, the Contractor and its Subcontractors, prior to the award of Contract shall hold such licenses as required by State Statutes, and federal and local Laws and Regulations. No firm may withdraw their Proposal within 120 days of the actual date of opening. Proposals MUST be submitted in the format prescribed herein. Failure to comply with the directions listed in this RFP, or omission of requested information could result in disqualification of your firm's proposal.
